CHAIRMAN'S REPORT 2019

From Annual General Meeting :

​The 2019 year has been a year of unprecedented activity and success for the Bridge Art Project.

We began the year with the news that our second application to the Building Better Regions Fund was successful. This allowed us to commission a Master Plan for the precinct.

The funding was made possible by supporting grants from Murray River Council, Campaspe Shire Council, Yorta Yorta Nation Aboriginal Corporation,  Major Road Projects Victoria and the Moama Bowling Club. Their collective donations of $50,000 were matched by $50,00 from the BBRF.

A group of consultants, led by Terroir, was briefed to undertake a plan for the BAP precinct, together with a plan for the revitalisation of Meninya St following the construction of the new bridge. That Master Plan was the result of extensive community and business consultation and was delivered in April 2019. The plan is wide ranging and detailed. Included were forecasts of revenues and expenses under a range of scenarios.

Since it was delivered, BAP has commissioned additional work to be undertaken to assess the business case for the venture. Importantly, we wanted to know the financial viability and return on capital for the project over a 10 year period, information that is critical in the application for further capital grants. The work has been completed and indicates that the Benefit Cost Ratio (the indicator of benefit generated vs capital cost) is favourable under the most likely scenarios.

In the meantime, application was made by Murray River Council on BAP’s behalf for a capital grant from the NSW State Government. The result of that application will be known shortly, and if successful, will generate $3.8 million towards the first phase of the project.

One important element of the Master Plan was a recommendation to seek a site on Meninya St as the entry point for the precinct, and as the site of the main gallery. This would necessitate the purchase of land in Meninya St for that purpose, and work has been undertaken to assess potential funding sources for that acquisition. Already the support of the Moama Bowling Club has been sought and received, providing an initial $100,000 towards the project.

Initial investigations have been undertaken with landholders between Meninya St and the BAP site to determine their potential support for facilitating access. 

In order to further promote the project with the community and potential donors and sponsors, we have commissioned a short video outlining key elements of the Master Plan. This has been funded through the BBRF grant, and will be completed in early September.
The BBRF grant has been acquitted, and important step in finalising our obligations to the grant body.

Finally, I would like to thank all who have been involved in the project during the year for their ongoing commitment and participation. In particular, I want to thank Deputy Chairman Barry Donchi for his unfailing enthusiasm and critical contributions, and Secretary/Treasurer, Lynne Gillard, who has borne the brunt of most of the grant work, Master Plan oversight and has kept BAP running on an even keel.

RE: LETTER OF SUPPORT FOR BRIDGE ART PROJECT APPLICATION FOR CLUB GRANTS NSW CATEGORY 1 AND CATEGORY 2 FUNDING FOR 2019.

Murray River Council, at its meeting held on 27 August 2019, resolved to adopt the Bridge Art and Meninya Street Masterplan, place the masterplan on public exhibition for a period of 28 days and to invite comment from members of the community.

The masterplan is a bold and visionary document that will guide the future development of Meninya Street and the Bridge Art precinct.

The masterplan identified central Meninya Street as the best location for placement of the Bridge Art entrance which will include gallery space, artist work space, exhibition and retail spaces.

When complete this project will be of national significance and increase visitation to the region as a whole.

On behalf of council I would like to support and commend, to the Moama Bowling Club, the Bridge Art Committees application for funding through the Club Grants NSW Funding Program.

Community consultation on a major new Moama based project is currently underway.
The Bridge Art Project precinct, combined with a redesign of Meninya St, is the focus of an extensive consultation process which has just commenced, with the aim of producing a master plan for implementation following the completion of the new Echuca Moama Bridge.

The planning process will initially focus on Meninya St and surrounds and is being overseen by consultants Terroir Pty Ltd, the Bridge Art Project Committee and Murray River Council.

“The new bridge will change the nature of traffic through Meninya St, reducing the heavy transport component,  and providing us with an ideal opportunity to re-imagine the street as a user friendly space for visitors and locals alike,” said Murray River Council’s Manager Economic Development and Tourism, John Harvie.

Consultation sessions were held this week with local businesses, residents, Yorta Yorta Nation, members of the arts community and Council staff from both sides of the river, where a wide range of ideas and opportunities were canvassed. 

“This is a one-off chance to create something special,” said local businessman and resident, John Kenley. “It’s critical that we take the time to get it right.”
Terroir Pty Ltd co-leader Sally Hirst said this is a game changing project for the community. 

“This project offers a lot of potential for the local area and the region and we are excited to be part of it,” she said

The precinct for the Bridge Art Project comprises 8 hectares of land adjacent to the new bridge, extending from Boundary Rd at the northern end through a kilometre of bushland to the banks of the river. 

The planning comprises 5 stages, with the first being an urban analysis of Moama and a business and economic analysis of Meninya Street.

The final phase, which will see the finalisation of the masterplan, is due for completion in April next year. 

Further community consultation will take place as the project continues.
The Bridge Art Project is the brainchild of local Barry Donchi who is pleased with the progress made so far. 

“After six years of work by our committee, it’s wonderful to see this master plan underway, and to see the project being talked about,” Mr Donchi said. 

Funding for the master plan was provided through a grant from the Building Better Regions Fund, which was matched by grants from Murray River Council, Campaspe Shire, Yorta Yorta Nation, VicRoads (Major Road Projects) and the Moama Bowling Club. 
Interested community members can now also provide input into the project via a community survey which can be accessed on Murray River Council’s website.

The survey will close on 7 December 2018.

​Bridge Art Project committee members visited the City of Brisbane last month to tour its renowned Southbank Precinct for inspiration for Echuca/Moama's Bridge Art Project. The precinct boasts the title of "the most visited park per square metre," which says a lot about the planning that went into their project and its subsequent popularity and gives us something to aspire to.

Rebecca Arnoud was a gracious and informative host, taking the BAProject members through the Southbank's bridge structure and adjoining parks, museums and walk paths, which provided wonderful inspiration (and occasional confoundedness at the contemporary art installations - see pictures below)  for our project. Many thanks to Rebecca. We will be back!

The Gala Dinner and Symposium, held at the MBC in Moama was a hugely successful event, attracting keynote speakers from all over the country and featuring a pivotal entree to the planned official Memoriam of Understanding between The Bridge Art Project and Yorta Yorta Nation (as seen in video below - BAP creator Barry Donchi and Yorta Yorta Nation's Des Morgan officially exchange a commitment to work together).

The Symposium was attended by over 100 locals and guests who travelled from all over Australia to the event.
The video below illustrates a very meaningful and important moment for our committee as Barry Donchi (Bridge Art Project committee) and Des Morgan (Yorta Yorta Nation) exchanged a handshake at the recent "Bridge To The Future" Symposium. Chris Bilkey introduced the two after Des' stirring speak about the local indigenous people's debt of cultural honour to their forebears. Those who attended The Bridge to the Future forum on Friday walked out confident Echuca-Moama will get its long overdue second crossing.
More than 100 people headed to the all-day event at Moama Bowling Club to get an insight into the project the twin towns have been waiting for more than 50 years.

Committee for Echuca Moama chief executive Martin Szakal said the day, delivered with the Bridge Arts Project, was important.

‘‘We had great support from across the community and this shows there is an appetite to keep things moving including how we might support endeavours to have an iconic bridge of national significance in design,’’ he said.

‘‘We had a lot of decision makers in the room, which will help the bridge development.

‘‘Once everything is approved ... the first sod will be turned this time next year. That was from a Federal funding announcement.’’

In June the Coalition promised $97 million, which was dependent on the Coalition being returned to government.

The NSW Government officially came to the table too, announcing $87 million, while the Victorian Government — which approved the environmental effects statement in March allowing the bridge to be built on the mid-west route, connecting the Murray Valley and Cobb highways — had already pledged $97 million.

‘‘We haven’t got the funding yet but everyone has committed,’’ Mr Szakal said.

In the meantime VicRoads has said it will open an office in Echuca to be home to a number of staff designated to the bridge project.
VicRoads director for northern region Mal Kersting said Friday’s event added value and another level of context to understanding the bridge development.

‘‘The symposium was a brilliant idea to encourage the community to participate in the process of learning about the bridge and what is to come,’’ Mr Kersting said.

Town planning expert James Whitten, who presented at the forum under the University of Melbourne, said it was great to help the community realise its vision: ‘‘Events like these make a difference in educating the community and then helps to identify ways to participate in the project further,’’ he said.
Bridge Arts Project chair Chris Bilkey said it was important to start focusing on the future.

‘‘Now that we have certainty about funding for the bridge we can focus on bridge design, its landing and the transformative impacts on our community,’’ he said.

As a result of the forum, C4EM and the Bridge Arts Project will be leading a delegation to Brisbane in March to better understand river-edge assets, indigenous and modern art areas and various bridges and commercial infrastructure.

Background: The Echuca Maoma Community have been tirelessly working towards the opportunity of a second river crossing, and it seems now 'we are as close as we have ever been'. So it is now time to explore the economic benefits and opportunities that may come from this proposed 3.8km infrastructure development.

Minister for Infrastructure and Transport Darren Chester joined Member for Farrer Sussan Ley, the Nationals candidate for Murray Damian Drum and Liberal candidate for Murray Duncan McGauchie, in making the announcement at Campaspe Shire's offices.

Indigenous Literacy Foundation Christmas bonus delivers book bonanza to remote communities

The Indigenous Literacy Foundation has received a Christmas bonus of more than $7000 through its online auction of a bound autograph collection donated by 774 ABC Melbourne's Conversation Hour program.

This year over 60 listeners bid for a book containing the autographs of every guest who has appeared on the program with host Jon Faine throughout 2015.

The Indigenous Literacy Foundation, a not for profit organisation that works to raise literacy levels of children in remote Aboriginal & Torres Strait Islander communities across Australia were recipients of this years' auction, ran at the start of December, with an impressive $7100 being raised.
Executive Director, Karen Williams, said that the Foundation was overwhelmed by the generosity of ABC listeners and that the money would go to help purchase 40,000 new books in 2016 for more than 200 remote communities across Australia.

"These books will go to communities where there are few to no books in homes, no bookshops or books sold in the one or two community shops and where there was really poor access to libraries."
Ms Williams said that the book supply program aimed to gift new, culturally appropriate books, 40% of which are written by Indigenous authors. 
"Feedback about our book supply program is really positive and the majority of our remote communities say that it has a very positive impact on literacy within their communities".

The winning bidder Mr Barry Donchi from Echuca-Moama has an interest in Indigenous art and storytelling and is part of a steering committee for a community project titled the Bridge Arts Project which will focus on the traditions of the Yorta Yorta Nation.

BRIDGE ART PROJECT PRESENT TO ECHUCA MOAMA BRIDGE ENVIRONMENTAL EFFECTS INQUIRY (EES) PANEL HEARING

The Echuca Moama Bridge Environmental Effects Inquiry (EES) panel hearing held in Echuca on Tuesday gave C4EM an opportunity to promote four of its key projects from its Echuca Moama 2035 “Master Plan”. While a strong emphasis was placed on the Bridge Arts Project which is integral to the second river crossing, C4EM also used their submission to push for better Bike and Pedestrian linkages, a need to be sympathetic to current users of Vic Park and the eco tourism opportunities for the broader Scenic Drive precinct and an outline of the more aspirational Marina Project west of the bridge crossing precinct. 

C4EM chair, Geoff Kelly, board members Dean Oberin and Tod Collins along with Bridge Art project Chair Barry Donchi and working group member, John Kenley were keen to endorse the mid west alignment as the preferred option.
“This process has gone on for so long I think most people would be just happy to see the thing built’ Kelly said. ‘However C4EM sees it as a huge opportunity to leverage the development of the new bridge as a catalyst for instigating a more comprehensive works program for the impacted areas on both sides of the bridge”

Notwithstanding the obvious economic and social benefits of the new bridge will bring, the sheer size of the construction will have an impact on the precinct. Our vision is to soften this impact by ensuring the area is user friendly, sympathetic to current users and provides an enhanced visitor experience. 

The Bridge Arts project will see the second river bridge and surrounding land become the world longest art gallery, telling the ‘story of Australia’ through sculpture, paintings and trails focusing on the traditions of the Yorta Yorta nation.
C4EM is also keen to see that additional pedestrian and bicycle paths are developed to enhance recreational pursuits for both locals and visitors. ‘Plans need to be made now as to how the new crossing can provide additional pedestrian and bicycle linkages on both sides of the river. More and more visitors are looking for this type of experience ‘Kelly said.

Victoria Park and Scenic drive also came in more a special mention at the panel hearing.

C4EM is keen to ensure that current users of the Vic Park precinct are not disadvantaged through this process and beyond.  ‘Perhaps some additional funds could be found to upgrade or replace aging infrastructure for organizations like the Echuca Football Club and the Echuca Lawn Tennis Club which would maintain the historical significance of the areas sporting connection and the Scenic Drive area is crying out for an eco tourism plan which protects the native vegetation and the aesthetic values of the area but also attracts a whole new wave of experience seekers’ Kelly added.
Finally, C4EM outlined its aspirational Marina Project which would see low land near the Campaspe River just upstream from the Murray junction be converted into a new picturesque marina which would provide off river moorings for private houseboat owners.

VIC ROADS - Echuca - Moama bridge planning study

VicRoads has recently finalised the Environmental Effects Statements (EES) report for a second Murray River bridge crossing at Echuca-Moama. 

The report will go on public exhibition from 27 August to 9 October 2015. 

The EES report covers three alignment options:

  • the Mid-West Option;
  • the Mid-West 2A Option; 
  • the Mid-West 2B Option.





As part of the EES process, the Mid-West Option was determined to be the best performing option when considering a balance between environmental, social and economic considerations.

As part of the process, draft Planning Scheme Amendment (PSA) documents have also been finalised. These will enable the future reservation of land for a final bridge alignment in the local council planning scheme.

NSW Roads and Maritime Services have also been undertaking an environmental assessment on the section of the Project in NSW and have prepared a Review of Environmental Factors (REF). The REF considers the significance of likely environmental impacts of the construction and operation of the project, and identifies mitigation measures required to minimise these impacts.

A separate approval process for flora and fauna matters of national significance, which covers both Victoria and New South Wales, has also been completed.

The EES and REF documents will go on joint public exhibition for public comment from 27 August 2015 for a period of 30 business days. This will include a two day drop-in display in Echuca-Moama to provide the local community with the opportunity to view the information on exhibition and ask questions.

Formal written submissions are required to be lodged no later than 5pm, 9 October 2015.

The Bridge Art Project committee reconvened recently, staging a very successful Skype session with Harvard Uni graduate James Whitten who has taken a special interest in the project for his thesis on large infrastructure projects that are integrated with social and cultural projects. 

The Committee sees this as the first stage in developing partnerships with academic partners. More exciting news to come.

The Echuca-Moama community had been waiting since March this year for the documents — the Environmental Effects Statement (EES) and the Review of Environmental Factors (REF) — to be released for the proposed second Murray River crossing.
Now the day has finally arrived, the twins towns have edged closer to having the bridge built.

The Bridge Arts Project's public awareness launch at The Palace Hotel in Echuca on Saturday 16th of August was a roaring success. 300 guests from all over the region and further afield from Canberra, Perth and Sydney gathered to toast Stage Two of the project.
 
All 300 guests went home with a "Bridge Arts Project" cap emblazoned with the colours of the Koori flag and were given a detailed flyer, outlining the project's mission. Surprise guests, a Beatles cover band, performed a song to the politicians in attendance, urging Mr Napthine and Mr Mulder to lead the charge. Deputy Nationals leader Mr Peter Walsh accepted the call to action in a speech that won a round of applause from the hundreds of attendees.  Mr John Kenley opened the formalities with a rousing speech. We were delighted to host Harvard University graduate James Whitten and his urban planning partner, Alison at the site of the proposed new bridge's landing space in Moama recently. James has taken a special interest in the project for his thesis on large infrastructure projects that are integrated with social and cultural projects. 


In the meantime, our committee awaits announcements on bridge plans as we continue to meet for discussion and the compartmentalisation of our planning groups.

A number of committee members have returned from overseas research trips and the Bridge Arts project is again in full swing. 

 A highly successful meeting with Mal Kersting from Vic Roads was undertaken recently and the Yorta Yorta Nation's Paul Briggs has been welcomed into the fold. The award winning contemporary artist Ash Keating came to Echuca Moama to inspect the site of the future project and offer insight from an artists point of view on the appeal and possible obstacles of the project at large. It was a highly successful consultation. 

Scholar, James Whitten, from Harvard University has been in contact with the committee, interested in observing the project and meeting with the team in 2014.

Progress continues with a unanimous vote of support from the Murray Shire Council after our presentation to them last week. Our steering committee chair, Barry Donchi and treasurer, John Kenley travelled to Sydney this week for a successful workshop with Creative Partnerships Australia (formerly AbaF) and are planning a trip to Canberra in the coming weeks to present the project. A meeting with Regional Development Victoria Loddon Mallee is also pending.

The Bridge Art Project are now an incorporated body with DGR status pending.

A very encouraging response to the presentation we held today at The Vines Lakehouse in Moama. 22 big name stakeholders and government representatives attended as well as the steering committee group.

Guest of Honor, Regional Development Australia's Barbara Hull spoke of  Simon Crean (Federal ministry for Regional Australia, Regional Development and Local Government) and his sincere interest in the project. Vic Road's Mal Kersting offered their support and openness to our ideas and Yorta Yorta Nation's Neville Atkinson delivered a moving speech on their hopes for the project by "drawing a line in the sand of the past and moving forward together." Campaspe Shire's Peter Williams offered great vocal support as did Debbie Webster, the Indigenous Community Development Broker from Bendigo. Many others mixed before and after the presentation and expressed great interest in this "once in a lifetime opportunity to use the impending bridge's construction as a canvas for this monumental vision." Many have decided to throw their weight behind the project. Speakers Barry Donchi and Chris Bilkey are thrilled at the response and envisage stronger partnerships and relationships with all attendees and their offices will come out of the meeting.

On Wednesday, September 19, the Bridge Arts Project Steering Committee will be presenting to Regional Development Australia. The meeting is to inform R.D.A. of the project status, and seek its support as we develop it further. It is an excellent opportunity for partners and stakeholders to learn more about the concept, and to engage the Committee and RDA in questions and discussion. 

The presentation is planned to demonstrate to RDA the support that exists within the community as the plans for the new bridge draw closer. Its construction represents a once-in-a- century opportunity to create a major attraction for the area.

The presentation will be held at PERRICOOTA VINES LAKEHOUSE Conference Room.

PRESS RELEASE - FOR IMMEDIATE RELEASE :: LOCAL GALLERY - A WORLD-FIRST
The longest outdoor art gallery in the world? In Echuca/Moama? I’d like to see that! And so would local timber conservationist Barry Donchi. Together with aboriginal artists and educators, Clive and Judy Atkinson, Yorta Yorta representatives, Damian Morgan Bulled and Neville Atkinson, the local arts community and national cultural experts, the Bridge Arts Project Committee is pursuing a vision for the new bridge to be used as the centrepiece for a multi-million dollar arts initiative.

“The new bridge will run through several kilometres of bushland, and will be elevated by pillars in parts and raised earthworks elsewhere,” Barry said. “These structures beneath the bridge and approaches provide blank canvases and a unique opportunity for major artists to interpret history and help build a large, dramatic outdoor contemporary art park." The central theme of the bridge arts project would be the retelling of the history of Australia's inhabitants, with a focus on our indigenous stories, which have often been distorted, sanitised or not told at all.

"Ours is the oldest living culture on earth," said artist Clive Atkinson, "We have a rich history going back many thousands of years. We would like that story to be told and recognised.”

More recently, the collision between local indigenous Australians and Europeans in the 1800’s and beyond involved atrocities against indigenous people and led to their demoralisation and marginalization. The world deserves to discover these stories. Neville Atkinson, chairperson of Yorta Yorta Nation says : "The Yorta Yorta Nation being the traditional owners of the region are keenly interested in social inclusion and contributing to the economical development for the region. We clearly see this project as presenting an opportunity to develop much needed partnerships in the local community."

Local aboriginal history will form part of a wider national indigenous narrative that will be sought and featured, making the gallery a national and international drawcard for the region. The stories of non-aboriginal Australians will also be featured, to reflect the diverse nature of all our peoples’ origins. To support the outdoor elements, Barry envisages an indoor contemporary art gallery, cafe, and tour information centre. A sculpture park and fauna park are also in his sights. 

The project would add a substantial new dimension to the towns’ existing historical attraction, which is based primarily around its river-boat history, and would give a voice to the original custodians, both locally and throughout Australia. Enthusiastic support and ongoing participation of the Yorta Yorta Nation will ensure strong cultural guidance for the project. Wide-ranging support for the project has also been offered by the Murray Regional Tourism Board, Mirrimbeena Aboriginal Education Group, C4EM, Echuca Moama Tourism, Shire of Campaspe, Murray Shire and the Echuca Moama Arts Initiative.  Additional pro-bono support has been offered by Stubberfields Accountants, Dawes and Vary and Brandrick Architects. On a broader scale, nationally recognised indigenous cultural experts have shown great interest in the project.

"An opportunity like this doesn’t come along very often,” said Barry. “We are getting the bones of a gallery built for us. It’s up to us to put the flesh on it.”
